Policy evaluation is the last stage of a policy process, referring to the analysis that determines the effectiveness of public policy. This subject introduces the concepts, tools, and techniques in public policy evaluation. It helps develop skills required to define and critically analyze policy issues and problems, measure critical policy variables and factors, evaluate alternative policy solutions, and assess the means and costs of implementation. Topics include the logic of causality, impact definition, evaluation design (e.g. experimental and quasi-experimental designs), cost-benefit analysis, and the practice of data collection and analysis through the use of statistical tools.
